TRAINING

The training of Assessors is one of the fundamental processes in the quality assurance function of the SKN TVET Council and Secretariat. The assessor training program involves the development of the technical and managerial skills, of suitably qualified persons in preparation for their role as assessors within the SKN TVET system. As a prerequisite for becoming a Certified Assessor, individuals MUST attend an initial assessor training workshop. As part of the Assessor certification process, they are also required to complete an assessment practicum and submit a professionally fully developed portfolio that will be assessed for demonstration of competence in the required units. Upon successful completion of this entire assessor training process, the individuals will be awarded an NVQ Level 4 or CVQ Level 4 certification in Assessment. These certified assessors can then conduct assessments of trainees in the occupational areas for which they possess the necessary post-secondary or higher qualifications.

Assessment Verification is a critical step in the quality assurance mechanisms of the SKN TVET system. The CVQ/NVQ certification process requires both internal and external verification of assessments to ensure compliance to establish standards.

This is carried out at the training or assessment centre by a TVET Council approved Internal Verifier (IV). This Internal Verifier conducts the relevant quality assurance checks on the assessment process. Internal verification is to ensure that consistent and accurate standards are being applied and maintained in the conduct of assessments by assessors at the approved training centre.  

For assessments, this is the responsibility of the SKN TVET Council and is carried out by industry experts trained by the Council to perform this function. External verification involves conducting quality assurance audits by the Council of the NVQ/CVQ provisions in approved training and assessment centres to ensure that they are consistently assessing candidates equally, fairly, and to the national and regional occupational standards.  External verification is conducted after internal verification is completed and focuses mainly on the validity of assessment instruments, reliability of assessment decisions, the practicability of applying assessment instruments and consistency of the quality of assessment practices within the centre over time. Verifiers must first be trained as assessors and gain experience in conducting assessments before accessing the Council’s Verifier training programme.

The SKN TVET Council requires that all TVET instructors complete an instructor training programme that focuses on building competencies required for the planning and delivery of competency-based education and training (CBET) programmes. The Quality Assurance Department of the Secretariat conducts CBET Instructor Training for TVET instructors. To be eligible for certification, participants must attend the training workshop, complete a practicum, and submit a portfolio with evidence to support competency. Participants must have post-secondary or higher certification in the occupational area in which they intend to conduct training.
